How does the page rank system work?

Is a lower or higher page rank better? For instance, which is better PR5 or PR 8? Please dont go all into the algorithm stuff; Wikipedia already confused the hell out of me Thanks!

2. Now, the basic point is that PR of a website is calculated for 10.

   Now how much you score on 10, that much better it will be.

   So obviously 8 on 10 is better than 5 on 10 right!!
